Time running out for CDBG funds

Townships and boroughs from Potter and Cameron counties are running out of time to apply for money available in each county through a federal community development program.

Most municipalities in the area qualify as an "entitlement community," based on the number of residents with low or moderate incomes. Coudersport Borough is one exception.

Townships and boroughs compete for funds under the Community Development Block Grant program. In Potter County, the program is administered by the Redevelopment Authority. In Cameron County, it's administered by the Industrial Development Authority.

An environmental review is required for each proposed project. Other criteria also must be met.

CDBG is operated under the U.S. Department of Housing and Urban Development (HUD). Pennsylvania's administration is guided by the Department of Community and Economic Development.

CDBG funding has been falling in recent years.

Potter County expects to receive about $200,000 in 2008. Cameron County will receive in the neighborhood of $210,000.

Townships and boroughs are encouraged to seek funds for local projects that will address needs with an emphasis on low or moderate income residents, economic development or solutions to housing or community facility problems.

Potter County expects to schedule a public meeting on Feb. 28 for input on how the county's 2008 allotment should be spent. Projects chosen will be sent to DCED for approval in mid-March.
