'Block Watch' meeting Tuesday Recent burglaries and vandalism in Emporium has prompted borough police to renew efforts to recruit citizens for a "Block Watch" program. Residents can learn how they can become involved in curbing crime during a public meeting at 6:30 pm Tuesday at the municipal building on Broad Street in Emporium. The concept, proposed by Emporium Police Chief Rufus Jones last summer, makes citizens the eyes and ears of the department. Neighbors watch each others' homes and report any suspicious activity to police. There aren't enough officers to patrol the whole borough 'round the clock. Jones' department is comprised of five full- and parttime officers. Meanwhile, 12 of the 16 officers at the Pa. State Police barracks in Shippen Township are assigned to highway patrol. Block Watch could expand to involve residents in disaster preparedness, public safety and neighborhood programs, Jones pointed out.
